COSTA MESA : Water Board to Meet on Residency, Budget

The Mesa Consolidated Water District board will meet Thursday to discuss the district’s guidelines for board residency requirements and to review a district policy giving the agency’s general manager the power to shift funds in the budget without approval of the board.
Some residents earlier this year questioned the eligibility of board President Tom Nelson to serve on the panel.
Nelson, who has an apartment in Costa Mesa and a home in Seal Beach, says Costa Mesa is his primary residence.
Despite assurances by state election officials that Nelson was a legitimate candidate for office, the Orange County district attorney’s office confirmed Monday that it is continuing its investigation of the matter.
Water District Director Trudy Ohlig said she would like to see the board establish its own guidelines for membership to avoid such situations in the future.
Also on Thursday’s agenda is a discussion of a district policy that allows the general manager, Karl Kemp, to shift funds from one department to another.
