Clinton to Appoint Foley

WASHINGTON — President Clinton plans to appoint former House Speaker Thomas S. Foley to be chairman of the President’s Foreign Intelligence Advisory Board, the White House announced Tuesday. Foley, now a partner in a Washington law firm, was defeated for reelection last year after a 30-year career as a member of Congress from Washington state.
