World IN BRIEF : PHILIPPINES : Talks Over Marcos Fortune Break Off

Talks over the disposition of $475 million stashed in Swiss banks by the late Philippine dictator Ferdinand E. Marcos have stalled, a U.S. mediator in Hong Kong announced. Former Assistant Secretary of State Chester Crocker said representatives of the Philippine government, the Marcos family and torture victims met for 40 hours before the negotiations broke off with no agreement and no further meetings scheduled. A Hawaii court awarded $1.9 billion in compensation to 10,000 victims of Marcos-era abuses. A U.S. judge ordered the banks to hand over the funds as part of that settlement.
