Clinton Signs Taxpayer Bill of Rights

President Clinton on Tuesday signed a politically popular bill that promises taxpayers greater muscle in disputes with the IRS.

The measure, known as the Taxpayer Bill of Rights, allows taxpayers to sue the Internal Revenue Service for up to $1 million for reckless collections.

The legislation is designed to cut through IRS red tape and prevent the agency from treating citizens in an arbitrary or unfair way.
