Ventura County Guide : Local Ballot Measures

Here is a list of the 10 local initiatives that will appear on the Nov. 5 ballot.

PORT HUENEME

* Measure A: Would changes the municipality from a general law to a charter city, which officials say would provide greater autonomy from the state.

* Measure B: Would continue the city’s 4% utility user’s tax, used to help subsidize the local police department and other services. Officials say it will safeguard city from possible lawsuits.

* Measure C: Would ratify the city’s 4% utility user’s tax from the day of its adoption on Nov. 2, 1994 through Tuesday’s general election. This is also intended as a safeguard against legal challenges to the existing tax.

THOUSAND OAKS

* Measure D: Would increase the city’s tax on new residential construction to help pay for more parks and open space. Taxes would increase from $100 to $400 for a new mobile-home space or a one-bedroom dwelling unit, $150 to $600 for two-bedroom units and from $200 to $800 for larger housing units. Requires a two-thirds vote.

* Measure E: Would require voter approval of any changes in the city’s development guidelines that would increase the allowable residential or commercial density in the General Plan.

SANTA PAULA

* Measure F: Would make the offices of city clerk and city treasurer appointed positions.

FILLMORE

* Measure G: Would make the offices of city clerk an appointed position.

* Measure H: Would make the office of city treasurer an appointed position.

OXNARD UNION HIGH SCHOOL DISTRICT

* Measure Y: Would authorize the sale of $57 million in school bonds to finance the construction of a new high school, repair leaky roofs, upgrade libraries, install security systems and make other building improvements. Requires a two-thirds vote.

OXNARD

* Measure Z: Would ratify a 3.5% utility users tax passed by the City Council and already being used exclusively for police and fie services. Officials see measure as a safeguard against possible lawsuits. Requires a two-thirds vote.
