Clinton Axes College Research Program With Line-Item Veto

WASHINGTON — President Clinton used the line-item veto Tuesday to delete $5 million for a Montana State University research program on environmentally friendly buildings.
Clinton said the project circumvents the National Institute of Standards and Technology’s research selection process and meets no clear agency need. He deleted the money from an appropriations bill for the departments of Commerce and Justice and related agencies. The institute is part of the Commerce Department.
