Ex-City Manager Accused of Discrimination

The city’s director of affirmative action, who investigates allegations of discrimination, has complained that he was subjected to that very treatment by former City Manager Phil Hawkey over the past eight years.

In a letter to the city attorney and City Council, Lance Charles said he was passed over for promotions, earned less than any other department head and was threatened with retaliation by Hawkey for complaining to the council, according to his attorney.

Attorney D. Jay Ritt said the letter challenged why Charles was passed over for the job of acting human resources director, despite his stronger academic qualifications. The letter also alleged city management had interfered with Charles’ investigation into allegations by employees of harassment and discrimination, Ritt said.

“When he told Hawkey he was going to make his concerns known to the council, he was told he would face the potential loss of his job,” Ritt said. City officials noted that Charles was promoted to his post by Hawkey. Ritt said he believes the matter can be resolved without litigation. Charles was not available for comment and Hawkey did not return a telephone call to his home.
