Project to Re-Create Downtown as Part of Village Renewal Plan

The City Council has approved a project of apartments and retail shops in the upscale Riviera Village section in an attempt to re-create the downtown area that the city bulldozed decades ago.

Under the plan, a developer will build a $3-million, 12-unit apartment building on Avenue I that will include space for several retailers and underground parking. Construction on the 43,000-square-foot project is scheduled to begin in six months with a target completion date of summer 1999, officials said.

City officials said they want a downtown with cafes, restaurants, shops and entertainment. Last year neighboring Hermosa Beach spruced up its downtown and 10 years ago Manhattan Beach revitalized its commercial area.

“This is a very unique area, and we think that adding more retail shops and residential living will help create more of a pedestrian-friendly environment in the village,” said Councilman Mike Gin.

Mayor Greg Hill said the project will serve as a catalyst for change on Avenue I. The commercial street on the outskirts of the shopping district doesn’t get as much foot traffic as the rest of the village.

“The village is a place we’re very proud of and this project will enhance it,” Hill said.
