Colorado Party Celebrates Victory

Fireworks burst over the capital, Asuncion, as preliminary official returns gave Raul Cubas, the 54-year-old presidential candidate of the Colorado Party, a commanding lead. With votes counted at nearly 66% of the polling stations, Cubas had received 54% of the ballots. Sen. Domingo Laino, 62, of the opposition Democratic Alliance was second, with 42%. About 2 million voters cast ballots in Sunday’s election, which sets in motion the first peaceful transition from one civilian president to another in decades.
