The City Council on Tuesday is expected to support plans to improve Serrano Creek. The plans call for the majority of the area to be used for flood and erosion control, with the remainder turned into a nature park, Public Works Director Bob Woodings said. The area lies between Bake Parkway and the Whiting Ranch Wilderness Park. If the council OKs them, the plans will go to the Orange County Flood Control District, which will make the final decision. The city has worked closely with residents in an effort to make sure everyone is satisfied with the plans, Woodings said.
