Dialogue Planned on North’s Economy

South and North Korea agreed to open a high-level economic dialogue late this month to discuss rebuilding the communist North’s dilapidated economy and providing it with badly needed electricity. The agreement helped wrap up the most contentious round of rapprochement talks between the two Koreas since their leaders agreed to work toward reconciliation at a June summit. In a joint news release, negotiators at the Cabinet-level talks in Pyongyang, the North’s capital, also said the two Koreas will exchange 100 people each in late February for a much-delayed third round of reunions.
