William Gayk of the Center for Demographic Research is scheduled to address the South Coast Water District Board of Directors on Thursday to help them draw up new voting divisions. Directors are elected by voters within each of seven divisions. The board asked Gayk to divide the district, with certain restrictions, including maintaining a consistent population in each division and keeping whole neighborhoods intact within each division, District Manager Mike Dunbar said. The board must come to a final decision on the boundaries by March. The meeting will begin at 6 p.m. at the district office at 31591 West St., Laguna Beach, (949) 499-4555.
