The City Council will meet at 7:30 p.m. Tuesday at the Civic Center, 17855 Santiago Blvd. A public hearing will be held on whether a Beardsley Circle homeowner is creating a public nuisance by using bird feed to attract flocks of wild ducks to her backyard. In November, the homeowner said she stopped feeding the birds, but the council voted to wait until February to determine whether the birds would return.
