The average price of gasoline in Southern California declined this month, dropping 3.9 cents to $1.385 for a gallon of self-serve regular unleaded and eliminating half the increase that took place in December, according to the Automobile Club of Southern California. The club’s monthly Fuel Gauge Report, released Tuesday, is based on a survey of 2,800 gas stations.
