The City Council turned down a proposal last week that would have allowed Coast Advertising Inc. to erect a billboard near Cerritos Avenue and Sinclair Street off the Orange Freeway. Planning commissioners had previously approved the billboard despite a prohibition of freeway-oriented billboards in that location.
