A state appeals court upheld a lower court ruling dismissing a suit filed by Santa Barbara News-Press owner Wendy McCaw.
McCaw wants to stop the state from opening to the public a swath of beach below her 25-acre oceanfront estate in Hope Ranch.
McCaw has said she is not trying to keep the public off the beach, but objects to the government’s use of its power to take private property without paying for it.
