Drivers May Dial Out, They Just Can’t Talk

The New York state Assembly gave final approval to a measure that would make the state the first to ban the use of hand-held cellular phones while driving.
Gov. George Pataki will sign the bill this week, a spokesman said.
Opponents said the law would be unenforceable and that there was no proven need for it.
The proposed ban, which has attracted national attention, carries fines of as much as $100.
The ban would begin Nov. 1, but drivers caught using hand-held cell phones would only be warned during the first month.
The legislation does not address the issue of dialing while driving.
