Rebel Leader Surrenders With 103 of His Troops

In a move likely to help stabilize Rwanda and its neighbors, the commander of a rebel group that includes fighters who participated in Rwanda’s 1994 genocide surrendered to Rwandan government forces.
Maj. Gen. Paul Rwarakabije, leader of the Democratic Liberation Forces of Rwanda, and 103 of his fighters surrendered Friday.
It was not clear under what terms Rwarakabije had returned from neighboring Congo. His rebel force is estimated by analysts to have between 15,000 and 20,000 guerrillas in Congo fighting to topple the Rwandan government.
