Terrorists Threatened With Nuclear Response

President Jacques Chirac warned that France could respond with nuclear weapons in the event of a state-sponsored terrorist attack.
“Leaders of states who would use terrorist means against us ... must understand that they would expose themselves to a firm and fitting response from us,” Chirac said in a speech at L’Ile-Longue nuclear submarine base. “This response could be conventional. It could also be of another nature.”
Chirac said there should be no doubt “about our will and our capacity to use nuclear arms.”
