Mayor endorses fees for motorists

A plan to reduce traffic by charging motorists who drive into the heart of Manhattan may get another look after Mayor Michael R. Bloomberg reversed himself and endorsed the idea.
Some states and cities are already experimenting with congestion pricing on major highways, where drivers can choose free lanes or those with a fee.
