It’s an inverse relationship
Re “State’s prison budget soars,” Dec. 26
The Times writes, “The fiscal problems might not be so severe if the prison population had dropped as crime rates went down.” The increase in prison population is one reason for the drop in crime. If the bad guys are behind bars, they can’t commit crimes
