Why bother with new nukes?

This article provided an excellent background on the plan to develop a new nuclear weapon, but it failed to ask the most important question: Why are we wasting time, manpower and money building new nuclear weapons?
The Cold War has been over for more than 15 years, and no one can challenge the military power of the United States. Current challenges come not from advanced, competing nuclear arsenals but from such start-ups as North Korea (which can’t even successfully detonate a basic fission bomb). The United States is engaged in an arms race, but no one else is competing.
Building a new nuclear bomb is a waste of resources. The money would be better spent on more pressing domestic issues such as combating poverty, improving infrastructure and encouraging higher education.
