Festival driver was on crack, police say

The woman charged with driving through a crowded festival Saturday night, injuring at least 40 people, including seven children, had been smoking crack all day, authorities said.
Police said Tonya Bell, 30, had been charged with aggravated assault while armed. Mayor Adrian Fenty said it was “one of the worst serious traffic accidents” in D.C. history. Witnesses said Bell seemed to be laughing as she drove through the crowd.
