Sentencing guidelines: A Feb. 13 Section A article on the decision to retroactively apply lower prison terms to as many as 19,500 crack cocaine offenders said that during a Senate hearing, Sen. Patrick J. Leahy (D-Vt.) accused Atty. Gen. Michael B. Mukasey of creating public fear that “dangerous drug offenders will be instantaneously and automatically set free to prey on hapless communities.” The quote came from a written statement by Leahy.
