The man was shot about 8:50 p.m. near the intersection of West 21st Street and Eighth Avenue, said LAPD Officer Jane Kim. He was pronounced dead at the scene.
The shooter is described as a man between 18 and 20 and wearing a black hoodie. He left the scene in a blue Jeep Cherokee.
Police do not know whether the shooting was gang-related, Kim said.
