Brown has threatened massive cuts to public K-12 schools should the tax bid fail, but he also included in his budget proposals cuts for the UC and Cal State systems if voters reject his ballot measure, for which he is frantically gathering signatures. Raidly rising tuitions at the state’s public universities has been a hot topic in Sacramento lately.
