Readers of the Homicide Report may remember the double homicide in March that took the lives of 16-year-old Nelli Rodriguez and Rafael Rivera, 33, in LAPD’s Newton Division. Police said Monday said that Newton detectives have made an arrest in this case. Marquise Carr, 19, a black young man, was taken into custody in Bakersfield May 31, and charged with two counts of muder in the case, according to LAPD Det.
