Confessed vigilante Bernhard Hugo Goetz waived extradition to New York to face charges in the subway shootings of four teen-agers. Authorities had said that Goetz, 37, a self-employed engineer from New York City who surrendered to Concord, N.H., police Monday, had decided to fight extradition, but changed his mind. A prosecutor told the court there were “indications of premeditation” in the shootings. “I didn’t see anything to indicate Goetz was in fear for his life at the time,” the prosecutor said of Goetz in the shooting of the youths who harassed him on a New York subway Dec. 22.
