Goals set in a 1979 federal court order for hiring minorities and women as San Francisco police officers have not been reached, but the city has made enough improvement to avoid being held in contempt, a federal judge ruled. The order, issued in response to a discrimination suit, set the goal at 50% minorities and 20% women among new hires. The aim is to have 45% of each in the department’s total work force by 1989. Chief U.S. District Judge Robert Peckham refused a request by both the city and civil rights groups to allow a change in scoring a promotional examination to favor women and minorities. He noted that minorities in the department have increased from 14.2% to 25.7% and that women have increased from 4.2% to 8.4%.
