Two men were sentenced to 90 days in jail and fined more than $75,000 for illegally transporting hazardous wastes in Santa Barbara County, authorities said. The jail terms for David Davis, owner of the Rialto-based D & M Drum Co., and Rick Hoglund, a truck driver for the firm, were the first such sentences ever meted out in Santa Barbara, Ventura or San Luis Obispo counties, said Santa Barbara County Deputy Dist. Atty. Eugene J. Martinez. A Solvang Justice Court jury found Davis and Hoglund guilty in November of transporting hazardous waste in leaky containers, failing to properly secure the containers, and using a vehicle with no signs indicating the kind and quantity of hazardous material being transported.
