Twelve demonstrators against Reagan Administration policy in Central America were arrested in the lobby of the Federal Building in San Francisco, security officers said. A larger group held a rally outside the building. The demonstration was sponsored by the Emergency Response Network, which says 40,000 people nationwide have signed pledges of civil disobedience if the United States invades Nicaragua. “We are here on this first business day of the Reagan Administration’s second term to proclaim that the Administration has no mandate to invade Central America nor to continue its hostile and militaristic policies,” the group said in a statement.
