A $1-billion claim contending that radioactive water from the Rancho Seco nuclear power plant endangers public health has been filed against the Sacramento Municipal Utility District on behalf of 39 people who own property near the plant, 25 miles southeast of Sacramento. Utility officials insist that residents near the plant are not endangered, but the plaintiffs contend that the utility has deceived the public and the Nuclear Regulatory Commission about the amount of radioactive contamination in water discharged from the plant.
