A $3-million claim was filed against the U.S. Immigration and Naturalization Service on behalf of a 12-year-old Mexican boy who was shot and wounded while on Mexican soil by a U.S. Border Patrol agent. Marco Lopez, the Los Angeles attorney representing the boy, said the claim seeks damages for personal injuries and for violations of the federal Civil Rights Act. Lopez announced the filing of a legal action during a news conference at San Diego’s Mercy Hospital, where Humberto Carrillo-Estrada was treated after he was wounded April 18 in a border melee near San Ysidro. The boy also appeared at the news conference and was later released from the hospital. Humberto denied that he threw rocks at agents, as the Border Patrol has charged. The INS declined to comment.
