Weatherman Reigns, Chills Ascot Races

ASCOT, England — Queen Elizabeth II led a procession of horse-drawn carriages down the track at the start of the Royal Ascot races today but gray skies and cold winds drove many racegoers inside refreshment tents.
On a day when Britons traditionally parade their summer finery, umbrellas and heavy clothes were the fashion, although a few brave souls shivered in strapless tops and light jackets. The temperature didn’t rise above 64 degrees.
