The House of Representatives voted to renew an expiring law that gives California and other coastal states money and legal authority to control the development of coastal lands and nearby offshore property. The Coastal Zone Management Act, passed by voice vote, will allot $36 million a year to 35 states and territories for coastal environmental studies and development plans. California’s share could be about $2 million annually. Bowing to a 1984 Supreme Court ruling, the bill exempts offshore oil drilling from state control. The legislation is expected to pass the Senate this fall.
