Floor Action:

Harness Racing: Approved and sent to the governor on a 41-22 vote a bill (AB451) by Assemblyman Richard Alatorre (D-Los Angeles) to authorize the state Horse Racing Board to grant up to 10 additional weeks of harness racing at the Pomona Fairgrounds.

Off-Track Betting: Approved on a 41-27 vote a bill (SB590) by Sen. Ken Maddy (R-Fresno) to permit establishment of three off-track betting theaters, two in Southern California and one in Northern California, to televise live horse racing programs. It goes back to the Senate for consideration of Assembly amendments.

Cabooses: Approved on a 41-33 vote a bill (SB719) by Sen. Alfred E. Alquist (D-San Jose) to require long freight trains to have a caboose and crew for safety purposes. Opponents argued that this is featherbedding and is not needed in this computer age. It goes to the upper house for final action.

Judicial Salary Increase: Approved on a 55-18 vote a bill (SB857) by Sen. Alan Robbins (D-Van Nuys) to increase the annual salary of Municipal Court judges from $70,436 to $75,129, effective next April 1. It returns to the Senate for concurrence in Assembly changes.

Magic Mushrooms: Approved on a 75-0 vote a bill (SB288) by Sen. Ken Maddy (R-Fresno) to prohibit the sale and growth of spores of so-called magic mushrooms, which are hallucinogenic. It goes back to the upper house for final action.

School Administrator-Teachers: Approved and sent to the governor on a 60-5 vote a bill (AB888) by Assemblywoman Maxine Waters (D-Los Angeles) to require periodic classroom teaching assignments for school administrators if their regular work includes teacher evaluations.

Senate Floor Action:

Lewd Acts With Children: Approved on a 32-0 vote a bill (AB2006) by Assemblyman Norm Waters (D-Plymouth) to prohibit the granting of probation to people convicted of using obscene material during commission of lewd acts with children except under certain conditions. It returns to the lower house for consideration of Senate changes.

Fishing and Hunting License Fee Increases: Approved on a 35-0 vote a bill (AB617) by Assemblyman David G. Kelley (R-Hemet) to increase the 1986 sport-fishing license fee from $15.75 to $18 and the 1986 hunting license fee from $16 to $18 to help finance the state Department of Fish and Game. It goes back to the Assembly for concurrence in Senate amendments.

Lottery: Approved on a 30-5 vote a bill (AB 1717) by Assemblyman Gary A. Condit (D-Ceres) to prohibit the state lottery from using electronic video game devices or horse racing or dog racing themes. It goes back to the Assembly for final action.

Miscellany Unsung Heroes Picnic: A group of top-flight Sacramento lobbyists will throw an old-fashioned “unsung heroes” picnic for state Capitol secretaries, aides, clerks and other support people on Saturday, the day after the Legislature is scheduled to adjourn. “It is fitting and proper that those who have ceaselessly toiled in the trenches the past year be honored with a day of fun and frivolity,” said the invitation from the “appreciative members of the Third House, their clients concurring. . . .”
