Governor Bills Signed:
Latch-key Children: Provides $30 million next year to set up after-school care programs for children of working parents, (SB 303) by Senate President Pro Tem David A. Roberti (D-Los Angeles). The governor vetoed a similar bill last year, but this year’s version was part of an agreement that resulted in a bipartisan compromise program to require able-bodied welfare recipients to work or take job training in return for their benefit checks.
Cal-Vet Home Loans: Places an $850-million bond issue for Cal-Vet home and farm loans on the June, 1986, ballot, (AB 286) by Assemblyman Richard E. Floyd (D-Hawthorne).
Bad Checks: Authorizes bad check writers to make restitution to their victims and attend a rehabilitation program instead of facing prosecution on a county option basis, (SB 1108) by Sen. Robert Presley (D-Riverside).
Santa Monica Mountains: Extends the life of the Santa Monica Mountains Conservancy from July 1, 1986, to July 1, 1990, (AB 471) by Assemblyman Gray Davis (D-Los Angeles).
Veterans Home: Appropriates $300,000 for planning a second veterans home in Southern California, (AB 1633) by Assemblyman Steve Clute (D-Riverside).
