Prop. 13 Friends Must Refurbish for Fairness
Before Proposition 13, homeowners would receive a tax bill every three or four years with the taxes doubled or tripled, depending on what the assessor thought the property was worth, even though he had never seen it.
Assessment was based on what the property around him or her was selling for. Many properties were reassessed far more often than others throughout the city. How fair was that method?
Today, the property owner knows what the taxes will be when the home is purchased and can count on not having the property taxes double or triple in a year or two.
