Top House and Senate aides believe Rep. Dan Rostenkowski (D-Ill.) is the most effective legislative leader in Congress and that deficit reduction will be the big issue on the Hill this year, a survey showed. The chairman of the House Ways and Means Committee was given a 79% rating by the 398 Hill staffers surveyed. The next most effective person in wielding power in Congress was Senate GOP leader Bob Dole of Kansas, who got a 70% rating, followed by President Reagan with 64%. Over 75% of the 435 House and 100 Senate staffers replied.
