Assembly Floor Action: Water Bond Issue: Passed and sent to the Senate on a 60-6 vote a bill (AB 2668) by Assemblyman Jack O’Connell (D-Carpinteria) to place a $200-million safe drinking water bond issue on the November ballot.

Firearms: Passed and sent to the Senate on a 62-1 vote a bill (AB 3755) by Assemblyman Art Agnos (D-San Francisco) to require persons who sell five or more concealable firearms yearly at gun shows or swap meets to be licensed dealers. This also would mean that their purchasers would undergo a criminal background check and wait 15 days to pick up such weapons.

Switch-Blade Knives: Passed and sent to the Senate on a 61-1 vote a bill (AB 2985) by Assemblyman Dave Elder (D-Long Beach) to make it a misdemeanor to carry a switch-blade knife in the passenger compartment of any motor vehicle in a public area.

Senate Floor Action: Child Support: Passed and sent to the Assembly on a 21-12 vote a bill (SB 2065) by Sen. Becky Morgan (R-Los Altos Hills) to require child support to continue past age 18 for unmarried children of divorced parents who go to college until they graduate or reach age of 21.

School Bus Seat Belts: Passed on a 32-2 vote a bill (AB 1974) by Assemblywoman Gloria Molina (D-Los Angeles) calling for the Highway Patrol to study the effectiveness of seat belts in school buses and report back to the Legislature next March. The bill returned to the Assembly for concurrence in Senate amendments.

Higher Education Bond Issue: Passed and sent to the Assembly on a 28-2 vote a bill (SB 2366) by Sen. Gary K. Hart (D-Santa Barbara) to submit a $700-million higher education construction bond issue to the voters in November.
