At Pacific Regency Bank in El Toro, Eugene T. Burgess has been hired as a senior vice president to head a new department, real estate construction lending. Burgess, 62, of Hemet held similar positions at Bank of Redlands and at Eldorado Bank.
Dennis R. Frank, the bank’s chairman and chief executive, said he plans to meet the competition, in part, with the new department and expanded duties given to Christopher J. McCullough and Judi Goulart, who recently were hired from Laguna Bank.
McCullough, 38, of Mission Viejo is the senior vice president for commercial lending, replacing small business lending officer John Lasch, who resigned. Goulart, 40, of Irvine is a vice president for commercial lending, replacing Chris Lange, who resigned.
