Garden Grove : $15-Million Shopping Center OKd by Council

The City Council has approved a $15-million, 20-acre shopping center that will be built at the southwest corner of Brookhurst Street and Chapman Avenue.

Under the terms of a contract between the city and the developer, Tustin-based Brookhurst Grove Properties, construction is to start by October, 1987, and be completed within 18 months. The city has kicked in about $2.5 million for land acquisition and costs of relocating tenants, said economic development specialist Victoria Nelson. She said the cost is justified because the city will receive an estimated $300,000 in annual sales tax and about 350 jobs will be created.

Nelson added that the city is trying to attract more commercial development in response to a recent survey of residents that revealed their No. 1 criticism was the lack of shopping.

The center will be constructed alongside an existing Vons Pavilion supermarket, an office building, a Sav-On drugstore and a Security Pacific National Bank. The major tenant will be a Marshalls department store; there will be 30 other stores.
