Law Favoring Churches OKd: The City Council gave unanimous final approval Tuesday to an ordinance allowing churches to exist temporarily in an industrial area near Anaheim Hills. Backed by several area church leaders, the ordinance allows churches to operate for up to three years in the Anaheim Canyon Industrial Area until they find permanent sites elsewhere. Churches must obtain conditional use permits to take advantage of the provisions. The Rev. Bob Fulton of the Community Christian Fellowship church in Anaheim Hills asked the city to work with local clergy in finding permanent sites for the churches, which under the ordinance, cannot renew their conditional use permits. Assistant Zoning Director Annika M. Santalahti and Development and Planning Director Norman J. Priest recommended against the ordinance, saying other non-industrial groups, such as private schools, may expect similar treatment.
