Pennsylvania’s Department of Labor and Industry ruled that the labor dispute at USX Corp. is a lockout rather than a strike, which will allow at least 6,200 steelworkers in the state to collect unemployment benefits. The agency said it had determined that USX, formerly U.S. Steel, barred the employees from continuing to work when their contract expired on July 31.
