Arms control experts from the United States and the Soviet Union held a second and final day of talks in Washington aimed at bridging the superpowers’ basic differences on nuclear disarmament. Officials said the session touched on President Reagan’s proposal for a switch from reliance on offensive arms to defensive systems, but they refused to divulge the substance or tone of the talks. The meeting was aimed at preparing the way for a summit between Reagan and Soviet leader Mikhail S. Gorbachev before the end of 1986.
