The Reagan Administration defended its plan for widespread testing of federal workers for drug use, although a federal court found the U.S. Customs Service’s program unconstitutional. A Justice Department spokesman said that the issue of testing federal employees ultimately will be decided by the Supreme Court, but a legal expert on drug testing said that the more sweeping White House plan is now under serious question because of the court’s decision.
