Maritime Expert Named Soviet Fisheries Minister

MOSCOW — Nikolai Kotlyar, a 51-year-old maritime specialist, has been named the Soviet Union’s minister of fisheries, the Tass news agency announced Thursday.
The announcement gave no indication of what happened to the former fisheries minister, listed in Western reference books as Vladimir M. Kamentsev, 59.
Kotlyar most recently served as director of the National Fish Industry Amalgamation of the Far Eastern Basin, Tass said.
