New York Judge David B. Saxe said a planned $100-million ticket giveaway would pose “a significant and grave risk to the health and safety” of New Yorkers. Continental had planned to use Madison Square Garden to give free round-trip tickets to anyone who showed up Sunday. They said they expected a crowd of 250,000. The city protested the event, citing problems with crowd and traffic control, health and medical problems, unruliness and violence, theft and problems for emergency vehicles.
