A West German Defense Ministry employee was charged with spying for East Germany, but authorities say he was arrested before he could pass on any secrets. Federal Prosecutor Kurt Rebmann filed the charges against Juergen Westphal, 48, a high-ranking civilian on the Defense Ministry’s military planning staff. Rebmann said that an East German secret police agent paid Westphal $1,700 to copy two secret documents, but Westphal was arrested last month before he could deliver them. A government source indicated Westphal had been watched because he had “personal and alcohol problems.”
