New N. Korea Bid for Talks With South Told

SEOUL, South Korea — North Korea, in a new attempt to establish links with South Korea, has called for high-level political and military talks in two letters sent to Seoul, officials said Friday.
The letters from Pyongyang were sent by Premier Li Gun Mo and Defense Minister O Chin U to their southern counterparts, Lho Shin Yong and Lee Ki Baek.
